Single Status Referendum
While recognising the principles of the Collective Bargaining
process many Wolverhampton City Council (WCC) employees are not
members of UNISON and will therefore have no formal voice in any
forthcoming ballot of Trade Union members to confirm or reject the
proposed Single Status pay model.
It is felt by many WCC Employees that we have not been provided with
a forum to voice our views on the Pay Model or on a number of
aspects of the Single Status process which have left many
individuals with a poor impression of the Single Status process.
Particularly in relation to the inadequate communications to
Employees, lack of overall project management and transparency of
the results and the process followed to arrive at them. These
aspects specifically but not exhaustively include the following.

Poor co-ordination of the mailing of notification letters to WCC
employees with the mixed messages on when they would be dispatched
and delivered.

Lack of clear arrangements for the handling of the inevitable
large volume of queries resulting from the results and and no
commitment to a Service Level regarding the closure of those queries

Failure to provide information about the correlation between
Single Status points and grades to support the WCC employee in
understanding the newly published grade structure.

Failure to provide WCC employees with job trace information or to
commit to a timescale in which this will be done
-
Failure to provide to WCC employees help text guiding them though
the job evaluations
-
Failure to communicate a finalised appeals process to WCC
employees with their Single Status results packs.

Failure to create and subsequently respond to a stated Service
Level relating to obvious errors in the results
-
Lack of clarity around the alleged 21% "losers" figure or details
of the definition(s) of losers

Conflicting information in issued formal Newsletters and
communications to WCC Employees
Amongst
a large number of WCC employees there appears to be a growing lack
of confidence in the Single Status Scheme and its administration. It
is therefore proposed to hold a referendum on this site to capture
peoples views of the process and its impact upon themselves and
colleagues. We can register our views here and they will then be
collated , published on the site and provided to the Chief Executive
Richard Carr and the Leader of the Council, Roger Lawrence.
Please take this opportunity to stand up and be counted and to
voice your concerns in the only forum available to you. At least we
will then know that we have used our combined strength to make our
views known about this contentious issue to those in a position of
power and with the ability to affect the final outcome.
You will need to register in order to vote.. Please do so, its no
good to us if only 20 people bother to register and vote, if you are
already registered for the forum you don't need to register again.
